Rudolph: Attracting more industry – Strengthening the research and develop landscape – A clearer emphasis on locational factors in the search for investors

The summer reception of the state-owned Economic Promotion Agency Invest in Mecklenburg-Vorpommern GmbH (Invest in MV) was held on Tuesday. Over 300 representatives from business, politics and administration were invited. "It is necessary to more strongly arouse the willingness of companies to invest in Mecklenburg-Vorpommern and guide it to success. The Ministry for Economic Affairs will support this process to the best of its ability. We need more industry, an SME environment that continues to thrive and an even more forceful research and development landscape with direct market orientation. It is not the good words but rather more noticeable investment in our economy that will secure Mecklenburg-Vorpommern as a business location ", stated the State Secretary in the Ministry of Economics, Employment and Health Dr. Stefan Rudolph at the reception.
Further development of trans-regional location marketing
Rudolph makes clear that it is first and foremost necessary for location marketing to be further developed. "We must and can better assert ourselves in the competition for the establishment of companies and manpower here. In this regard, we particularly have our eye on Turkey, Switzerland, Russia, Austria, Denmark, the Benelux countries, Scandinavia as well as Poland. We selectively promote Mecklenburg-Vorpommern by means of investor meetings or trade-fair appearances on the ground", continued Rudolph. As far as Germany is concerned, the State Secretary for Economic Affairs made the following point: "In our efforts to attract investors, we have our sights firmly set on Southern Germany. Regional development constraints there and our own strengths are the reasons behind our successes in business acquisitions."
Examples of business settlement in Mecklenburg-Vorpommern – over 360 new jobs created
The Turkish ZIEL Heimtextilien company has recently been successfully gained for the Greifswald location. The company is planning to produce high-quality textiles, and employ up to 25 people on a permanent basis. Furthermore, the Deutsche BOGENN GmbH company, a subsidiary of MIR Holding, which is based in Istanbul, Turkey, is constructing a location in Mukran Port on Rügen. "The first Turkish industry establishment in Mecklenburg-Vorpommern is also the result of intensive investor acquisition on the ground", continued Rudolph. The Swiss medical technology company Ypsomed is establishing a production plant in the Schwerin Industrial Park. In the future, components for pens, auto-injectors and pumping systems for administering liquid medicine are to be produced and assembled with vendor parts into finished end-products at this location. Some 119 new jobs will be created.
The Raben Group company, who has its roots in the Netherlands, is setting up a logistics centre in Fahrbinde at the A14/A24 motorway junction. Over 100 permanent jobs will be created with this project. The Continental Reifen Deutschland GmbH company is constructing a research and experimental laboratory in Anklam. 20 new jobs are initially planned here. The BVS Blechtechnik GmbH company, specialists in sheet metal processing from Böblingen (Baden-Wuerttemberg), has established a production plant in the Schwerin Industrial Park, with up to 25 new jobs. "In addition to the outstanding conditions provided by the location itself, a key criterion leading to the decision to come here was the partnership with the ZIM Flugsitz GmbH company, a producer of aircraft seats, which is established in Schwerin", stated Rudolph. The ZIM Flugsitz GmbH company, based in Markdorf in Baden-Wuerttemberg, has constructed a plant for the production of aircraft seats in Schwerin. This has created 64 new jobs. "Once all the projects have been completed, over 360 new jobs will have been created here", stressed Rudolph.
A stronger emphasis on locational factors in the search for investors
The State Secretary for Economic Affairs Dr. Rudolph made clear that it is necessary to promote Mecklenburg-Vorpommern as a business location even more strongly on a trans-regional basis. "Investors here also need motivated employees who are keen on working and living here. In this regard, we can score well with modern infrastructure and outstandingly well-developed commercial sites. In addition to these hard locational factors, it is particularly necessary for us to market the soft locational factors even more strongly in the future. These include up-to-date and high-quality daycare for children as well as an excellent residential and living quality. Professional child daycare centres and schools are always locational factors with a future“, stated State Secretary for Economic Affairs Rudolph.
More than 8,400 new jobs – almost 34,000 jobs secured
A total of 991 commercial ventures with a total investment volume of 2.7 billion euros have been initiated here from 2011 to the present date. The Ministry for Economic Affairs has supported these ventures with some 578 million euros of investment funding from the "Improvement of the regional economic structure" joint scheme (GRW). "As far as the ventures within the framework of funding individual companies is concerned, over 42,400 jobs have either been secured or newly created", stated Rudolph.
The Managing Director of the State Economic Promotion Agency, Michael Sturm, drew a positive balance of the previous business year. In 2017 alone, the Invest in MV team visited 76 international and national events and trade fairs with the purpose of attracting potential investors to MV as a business location. A total of 121 new companies were thereby identified, who expressed an interest in investing. Of these, 19 have already decided to implement their project in Mecklenburg-Vorpommern. "The development and concept of focusing on specific countries has been an integral component of our strategy for many years, and is adjusted every year to take account of current changes. In the 2017 business year, we were able to implement a successful location marketing campaign with a total of four investor events in Turkey", Sturm summed up on the occasion of the summer reception.
The qualification of employees and the lasting market profile of our companies are two sides of the same coin
State Secretary for Economic Affairs Rudolph advocated the intensive use of the support possibilities offered by the Ministry for Economic Affairs. "The qualification of employees and the lasting market profile of our companies are two sides of the same coin. The awareness in this regard must continue to increase. This way, we can better create a high added value and viable competitiveness of the companies in our region in the long-term", stated Rudolph. The Qualification Directive provides for companies to apply for training cheques for their employees and thereby receive funding amounting to between 50 and 75 percent of the training measures.
Recruitment of university graduates in companies
The Ministry for Economic Affairs also supports SMEs in the first-time employment of persons with a university degree in a technical discipline. "Our companies can also obtain and develop their innovative capability and value creation from additional well trained personnel. Highly qualified university graduates thereby receive the opportunity to stay in our region", stated Rudolph. The Ministry for Economic Affairs provides employee subsidies of up to 50 percent for a period of 24 months. Either this must be a first-time employment for the future employee, or the university degree must not have been awarded more than three years previously. The employment must be for an unlimited time and be remunerated on a tariff-equivalent basis. Furthermore, the Ministry for Economic Affairs supports the promotion of process innovations.
